AMERICA MUST NURTURE HOMEGROWN HIGH-TECHNOLOGY WORKFORCE
--Op/Ed in San Jose Mercury News--

Senator Frist listens as Dr. James Wingate, President of LeMoyne-Owen College in Tennessee, expresses support for the inclusion of the SMART Grant program in this week's Senate budget reconciliation bill, 11/2/05
February 2006 - Every time I visit Silicon Valley I'm reminded of a simple fact: American businesses lead the world because they employ talented people. From the top executives at companies like Apple and Cisco to the science and engineering students I'll speak with Monday at San Jose State University, Americans sit on the cutting edge of technology.

We have less than 5 percent of the world's population but produce almost a quarter of its wealth and enjoy the highest per capita income of any large industrial economy. Americans receive more patents than the citizens of any other country, have the world's best university system, do most of the world's basic research, and take home the lion's share of Nobel Prizes in the sciences.

As many people working in Northern California's technology sector have realized, however, we can't afford complacence. China and India together now produce at least twice as many engineers as the United States. Both have fast growing populations and high-quality universities. In search of profits, companies have begun to outsource more low- and medium-skilled jobs to these nations.

No amount of funding, furthermore, would allow the United States to catch -- much less exceed -- China and India's combined production of scientific personnel. We just don't have enough people. Even at our own universities, foreigners earn an ever-increasing percentage of degrees in the hard sciences. Some remain, but many end up taking their valuable skills back home. American companies, meanwhile, have thousands of scientific and engineering openings that they can't fill.

If we hope to remain the world's pre-eminent economic power,/ we need to produce more scientists and engineers and train them better. One recent study, indeed, found that 85 percent of income growth stems from technological change.

While every American deserves a high-quality education, we need to target additional resources on the most talented students to ensure America retains its competitive edge. In particular, we need to provide an incentive to all of America's bright, driven low-income students who want to pursue careers in the sciences. Right now, far too many talented students from poor backgrounds drop out of college or shift away from hard science because of the expense. It's bad for the country.

One program that the president signed into law earlier this year takes the first major step toward fixing the problem. The SMART Grant program, which I developed, will focus assistance on students in science, math and strategic foreign languages who earn B averages or better during their junior and senior years of college. Next year, the California State University system estimates, more than 3,000 students systemwide -- including many at San Jose State -- will benefit from the program. Many will have their tuition payments eliminated entirely and the numbers will rise in coming years as the program attracts more people into the sciences. Thousands more students in the University of California system will also benefit.

Of course, tuition subsidies alone can't ensure that we'll have enough talented workers. In the coming months, Congress will consider the president's proposals to improve K-12 math education, increase funding for basic research, support high-risk/high-reward applied science projects, and make the research and development tax credit permanent. Fiscal realities, of course, will play a role in any final decision as Congress examines these proposals.

Silicon Valley companies already do an excellent job recruiting America's best and brightest. Now the government needs to build on its efforts to increase the ranks of homegrown scientists and engineers.

    Hey Sobers,

Great work....I always look forward to your postings. Positive energy like yours helps IV in more ways than one.

    Keep it up

However, as far as access to some information and benefits goes, this can be restricted to members. If you think this issue impacts you as severely as it does, why the hesitation to ensure something gets done about it, and get regular access to information and benefits without the clutter?

I dont think it's a good idea. The fundraising thread demonstrates that we do have people who understand the stakes and are willing to do something about it. Ofcourse we need a lot more money but we should be able to persuade people to contribute voluntarily. I don't like exclusive clubs

staying debt free, buying physical gold,

The cheap money from Japan is gone and will never come again. Call rates for banks have risen to 20% (bank to bank lending).
Already there are fissures in European Union in handling the crisis.
The situation is out of reach for USA and Dollar value may crash. The recent runup in dollar is due to Euro crashing. It is a temporary phenomenon.
    sri

Equity is down 20% to 30% in developing world and 50 to 70% down in emerging world over 7 trading days, but gold/silver/platinum is just hanging on there, so get out of commodities which would not help you at all, best option is stay in long term USA bonds for security or buy south east Asia bonds which would be right choice for long term

70% of precious metals are owned by banks and government which do not have liquidity to buy, even current price supportd is provided by China/Taiwan/Arab sovereign funds. those govts might get out of gold any time then price will drop to 2005 range.

Do not under estimate USA which is global economic engine,It will recover and this is not new to this country, they have done it and they may do it again at some point in future

Take it easy by diversifying your portfolio....

Best option stay in cash until 2010 with FDIC security....

    Hello IVians,
As we all await our GCs, I thot we can explore some investment vehicles.

Does anyone here have experience with commodity trading?
Can we trade in commodities on H1 or L1 status?
Is it too risky like forex trading?
Who are the online brokers offer commodity trading?
Is there a minimum account balance / trade required every month or so?

    Pls share your experience. Thanks!

Why / How is this relevant in an immigration forum?

You are saying new OBAMA govt. in many of your postings. Are you his election agent?. This forum is not for any party affiliations. Election is yet to start. Democratic party is not officially announced their candidate. All powerful President Bush is tried hard to help immigrants. Then how come a weak person who is still fighting for a ticket can take left and right congress and senete veterans.!!!!!!

Due to the lot of noice we have done, most of the law makers know theres a community called legal immigrants, and their long waiting periods due to the outdated rules. The new OBAMA government's agenda is to take the immigration reform during his first year tenure in the ffice. Once the immigration reform took place, I am pretty sure there would be significat changes in employment based category, which drastically decrease the backlogs in all EB categories.
In addtion to that "legals are first than illegals"- OBAMA. This itself is enough for clearing off all the backlogs.

    Hi sledge_hammer,
I have sent you a PM, can you take a look.

    Thanks

I work for a small growing company that is reporting losses for the last 2-3 years, but I still got my PERM and I-140 approved based on the fact that the company's asset value is way more than my salary.

[QUOTE=Humhongekamyab;259619]Buddy when I was talking about illegals I was not talking about IT jobs or desi employers though I know desi's run lots of other businesses like grocery store, resturants, which required non-professional workers.
    ...
    QUOTE]

Glad you reminded me of this one guy I knew once... Sorry for the digression... This person was well settled in India...he had his own business(non IT) in India...then the US bug bit him... He spent his money and got his H1(he belongs to a particular Indian state)...came to US with his family...ofcourse he did not have any IT skills... so after coming here he was working as a Grocery shop manager owned by a Desi guy... still on H1B.

Again sorry for the digression but sometimes the relationship between Grocery stores and EB Immigrants may not be that far ;)

Can't your friend sue his employer who
1] forced him to falsify his credentials,
2] made him spend money for H1,
3] reduced him to a stage where he has to now work in a grocery store?

Agreed getting a GC is a painful process not to mention the bureaucracies that go with it.Agreed serious lobbying is necessary to bring about a change in the legislative system coz waiting for years to get ones GC is plain ridiculous. But the idea of REVERSE BRAIN DRAIN is just a myth.I am pretty sure that atleast 80% of the people are just average Joes whose intellect is just better than those blonde babes of the "Girl next door" reality series. We should be glad that we were raised in a foreign country lest would have replaced those poor old folks saying "welcome to wal-mart".So lets stop talking about reverse brain drain and atleast not try to replace those intelligent ones back home. We being here is best for our country and our economy.

I am with you. We like to invent all possible reasons to try to show our importance to America, but it is obvious that reverse brain drain is not a real thing.

American will do just fine without all the foreign programmers (including myself) living and working in this country. They can find Americans to do the work or if not, they will offshore jobs. Either way, life will go on as before.

Foeign born programmers are not here because they are exceptionally bright, they are here because they could get a college degree and get trained in programming skills at a cheap throwaway cost, which is harder for an average American to afford. So the foreigner gets to write programs while the American has to settle for a sales position in Best Buy.

What America really needs; what they cannot do without are the maids, landscapers, construction workers and janitors. The politicians who have to make the decision of sending out illegals have to deal with the problem of not finding maids and gardeners for their expensive homes (their wives are not going to let them do that). Easier for them to let the illegal issue prolong while they enjoy the benefits of cheap labor providing by illegals.

The GC system is entirely in our favor. It really does not benefit America in any significant way. The fact remains that we still end up stealing their jobs at some level - whether we are willing to admit it or not.

Well, it doen't make sense to buy any kind of property any where in universe now as they are all coming down. Some already had and some are near to the situation.

I agree with your point. So, wait for some more time. Right now most important thing is to hold your money tight. When you have a job market highly volatile, most important thing is to have money in hand for bad time (I pray to GOD that no one get to see this time).

Found one more without good education.

LOL! You are pathetic, aren't you. You judge people, yet know little about them. I am a Stern MBA alumni. And I vouch, it didn't bring me much. Education isn't the end all / know it all, when it comes to getting your job done. Thought and those brain cells count. Respect, and the ability to never undermine those who are in the same boat as you, count even more. But hey, do attempt that "Masters" -- perhaps you shall grow up.

I saw the poll in the morning and voted FOR making this a paid site, but going through the discussions and a little bit of soul searching (slow day at work :p) i am a bit wary about making it a paid site now.

As much as i would like to see the riff-raff (pardon the expression) go away, maybe we should be more inclusive then exclusive (?). Not everyone is an early adoptor, it took me a while to contribute as well, but i did eventually turn around and contributed the lil bit i could.

Thats just my take, and excuse the rather altruistic title of my post.
